I have both good, and bad news. The good news is that you can get a copy of "The Scientific Papers of James Clerk Maxwell"; however, the bad news is the you are going to have to either get it from a library, or order a copy off of an online store (i.e. Amazon). Also, the copies that I found were not cheap, and were priced around $130.00 per volume.
One other thing to keep in mind that may be of some use is that some universities, maybe the one you attend, have online libraries, or agreements with online libraries in which case you might be able to find a copy of it on there.
