I am going to assume that you are not from the US because the degrees you mentioned are B.Sc and M.sc, which are not standard types of degrees categories for the US. So, I am not going to be able to tell you if you qualify for government jobs. What I would suggest you do is contact the government agencies you are considering working for, and discuss with them if online education is an acceptable form of education.
