Psychotherapist is a general term used to refer to many different types of professionals who practice psychotherapy. This can include clinical psychologists, counseling psychologists, social workers, marriage and family therapists, adult and child psychiatrists, expressive therapists, trained nurses, psychiatrists, psychoanalysts, mental health counselors, school counselors, or professionals of other mental health disciplines.

So yes in a sense there are certification tests you can take to become a licensed psychotherapist, but they will be in the area of whichever field of psychotherapy you choose. By getting a better idea of what you would like to achieve as a psychotherapist, you will have a better idea of what type of certifications and licensing you need to pursue. There is not a general psychotherapist certification test, you must choose a field of psychotherapy to pursue.
