No. Online education is avaliable to students all across the globe, but you will have to do some searching for an institution who accepts foreign students.

There are a large number of institutions, both abroad and in the US, that have open enrollment policies when it comes to students outside of their country, and it is fairly easy to find out which one will accept you. You just need to contact all of the school's admissions department, and talk to an advior about the qualifications that are needed for becoming a student.
