Some of us already are credit and have associate degrees and classroom experience. Are there any classes that can get us closer to a BA in teaching.

It would seem that your best option would be to move into a BA in teaching degree program, and for that there are a large number of online degrees that are out there. Here is a link to a list of those degrees - Online Teaching Degrees

Many of these online teaching degree will accept your prior credits, but you will have to contact them to find out the specifics.

Now, as for the city paying for this that will be something you will need to contact the city about.
