I would like to become highly qualified in teaching?
I am certified in elementary and have a masters in special education. I want highly qualified certification in teaching as is mandated by law for most schools.

No their is no certification that is called highly qualified in teaching, and as far as I can tell, you seem to have the qualifications that are needed for teaching. Most state requirements are stratified when an individual completes their bachelor's and master's degrees.

Would someone studying Communications, Sociology and Film be qualified to work in International Development? Would it be better for me to go a more traditional route by getting an education in International Studies instead? I have more interest in spending my fours years learning about sociology, communications and film while volunteering with NGOs in Canada. However, would this put me at a significant disadvantage intellectually and experience wise?
