I was wondering if you can work full time while doing the PhD program in Counseling? Also, how long do you have to complete the program? Last, what are the requirements for internship?

Yes. Many PhD students work both full and part-time while earning their degree. Just understand more you work and the less time you devote to your studies the longer it will take for you to compete the program. Also, a full time PhD in Counseling usually take between 3-5 years to compete attending the program full-time.

As for internships/clinicals, those can last anywhere from 6 months to 3 years. It will depend on the program. To figure out this information. you just need to contact the school you are interested in. They will be able to provide you with the information you need.
