I want to get my certification for teaching science online. I have a bachelor's degree in Electrical Engineering. Can I do it online.
How long does it takes to finish the certification, and what are the requirements to get in.

Yes. Most teaching certification programs do require that the student have at least a bachelor's degree. Now as the focus of that degree, that will depend on the institution that is offering the certification. Some schools do not require their students to have a degree in the field of education - while other do. You will just have to talk to the schools you are interested in to see what there requirements are - every school has its own set of admission requirements.

As for the time, teaching certification programs can last anywhere from one year to two years - again this is just dependent on the school and the program. Also, here is a list of Online Teacher Certification Programs.

I am a certified Bio teacher and want to become certified in chem as well. NYS requires 30 undergrad credits - I have 18. I can't find any online or in-person indivdiual courses for upper level undergrad chem courses. Any suggestions?
