I am not 100% sure of any distance education programs that are specific to Northern India, but the best place to start is doing a lot of research.
What I would suggest you do is to contact schools that you are interested in, and discus with them what your options would be.
To help, here is a list of online education degree programs that you can contact. Also, keep in mind that a large numbers of online higher education institutions do accept students from around the world.
