I have a Bachelors degree in psychology and study of religions, which university or institution in the UK or USA will offer me a completely free online degree in Biblical studies?

I would try Jerry Falwell's Liberty University in Virgina. I am sure they might be willing to discuss the possibility if you provide them a compelling argument.

As far as I know there are no UK or US universities that will offer free online degrees in Biblical Studies; however, that does not mean you can't find an alternative method for paying for your education.
