I am looking to get a degree in grant writing, but is there an online college that supports this request?

What a great question, and one that I have some experience with. In regards to an online degree in grant writing, you are probably not going to find one. Typically, the subject of grant writing falls under degrees in English or Technical Writing/Communications. So, what I would suggest if you are looking to learn about grant writing is for you to find an English or Technical Writing degree program that offers numerous courses in grant writing. Also, if you are just wanting to learn about grant writing there are a number of online grant writing courses that are an excellent way to learn about the process without having to attend a four-year degree program.

A friend of mine is an inmate in a State prison who has just gained his High School Diploma. He is very interested in furthering his education and I am trying to find out if there are courses he can apply for that are free of charge.
