That is something that you will have to ask UCAS about. This is a bit of a complicated question, and one that will they will only be able to answer.

I have done a little research and found a great website that details some of the finer points of the UCAS loans and grants, here is the link UCAS.

Also, on the page that is connected to this link you will find a "contact us" link. Simply, go to this page to find all of the details that are needed for contacting UCAS, and finding out what is needed for qualifying for various grants and loans.
