Can they hold my child back a grade without my permission? I live in Belleville,IL and she is in first grade.

After doing a little research, and taking a close look at the school's handbook, I have found the they can indeed retain your child. The process calls for a meeting between yourself, the teaching, and the building administrator, but ultimately the decision lies in the hands of the building administer.
My suggestion would be to contact the administrator and discuss with them what your option are.
