Can just anyone enroll in the classes, as long as they pay for them? Like if I graduated from home school?

Yes. You can sign up for any of the online courses. The majority of them have no prerequisites for taking the course.
Now, if you are talking about any online degree programs you will have to have a high school diploma and will have to apply to each program.
