Typically yes for online courses, and most of the time for online degree programs. What you will need to do is contact the institution that offers the program(s) you are interested to find out the protocol for foreign students.

This is not an uncommon, so it will be fairly simple for you to find out what is required for you to participate in distance education programs.

Re: Course Code: DED9487 Security management. When I click on "enroll now" it takes me to a UK site with no such course listed.
