The answer to your question is both yes and no. Depending on your area of study there are a variety of options for the steps you can take for earning your PhD. In most cases you will have to have a master's degree to apply to a PhD program. However, there are a number of colleges and universities who are staring to do a type of bundle when it comes to their PhD programs. Essentially, you would earn your masters and PhD degree at the same time.
So, looking back at what I just wrote, I guess a more simple answer would be no. Through some form or another you will have to earn your masters degree.
