Can I bridge 3years electrical engineering diploma to B.sc or master degree?

I am not fully familiar with the educational systems outside of the US, but I would assume that having your degree B.sc would be the preparation you would need to move on to a graduate program in the same field. What I would suggest you do is contact the educational institution you are considering earning you graduate degree in electrical engineering, and discuss with them admission requirements for their programs.
