Can I apply for student discounts on software with a Distance education email address?
Let's say I want to get a course for certificate on Graphic Design in something like Autodesk Maya or Adobe Photoshop.

Can I apply for student price software once fees are payed for said course?

Or are software packages sent once enrolled from a online link?

Whether of not you can purchase software at a student rate will depend on the company that provides the software. Every software company has their set of requirements for classifying individuals as student or not, so you are going to have to contact each of the companies from which you are considering purchasing software to find out what their requirements are.
