A friend of mine is an inmate in a State prison who has just gained his High School Diploma. He is very interested in furthering his education and I am trying to find out if there are courses he can apply for that are free of charge. Obviously in prison he does not have the funds to pay for a course and has no access to the internet. Are there courses where he might be able to get support and help in his studies?

Well, after doing a little research, it would seem that the only option for an individual who is in prison and looking to further their education is through the prison education programs that are provided by the state in which the prison is located.
If your friend had access to the internet that would be one thing, but with no access the options for distance education are extremely limited. Most, if not all, distance education programs have converted from correspondence education to online education, so the options of studying via the mail system for the most part do not exist.
What I would suggest you tell your friend is that they should discuss with the prison education programs, about possible outside education option that are available.
